摘要： The developing tendency, the damaging extent, the occurring reason and the capability of drought-relief have been understood and analyzed on Songnen plain strategically. The drought-relief was divided into two links scientifically the preventing dry in region and the resisting dry in part. Moreover, the drought-relief measure was provided, which was strategic,. prescient, guiding and regional control strengthening the research and the demonstration of new technology for drought resistant.
