摘要： After joining WTO, the trade of Chinese agricultural products faces severe technological barriers. It is technology rather than quality that determines the competition of agricultural products in the international market. However, there are great gaps existing in the research and innovation agricultural science and technology in agricultural science and technology between China and developed countries, for example, agricultural science and technology innovation is insufficient, and the agricultural research system is imperfect; the enthusiasm of the farmer and enterprise to apply the new scientific and technological innovation remains low level ; popularing and intermediary service mechanism is inflexible; agricultural enterprises lack of innovation abilities; the composition of talent is unreasonable; the employing mechanism is outdated and the agricultural input in science and technology is insufficient,etc. So, we must follow the trend in scientific and technological development in the world closely, accelerate setting up the agricultural system of scientific and technical innovation, i. e. ,setting up the innovative base of research and development which takes scientific research institution and college as subject, develop the innovative system in agricultural technology which takes enterprise as subject, establish agricultural sciences popularization and intermediary's service system; and establish personnel- training system. We must set up agricultural high-technical development strategy at the same time.
