摘要: Historically, maintenance, startup and shutdown emissions have not been required to be permitted by the Texas Commission on Environmental Quality (TCEQ). With support from the EPA, the TCEQ now requires all of Texas' Chemical Plants to submit a New Source Review (NSR) application or amend an existing application to incorporate emissions from Maintenance Startup and Shutdown (MSS) activities by January 7th 2008. This is required based on the TCEQ amending requirements under 101.222 removing affirmative defense on Planned Maintenance Startup and Shutdown requirements [1].
