摘要: This paper, based on China's reform in the scientific system and the relevant State policies and measures, the features of the domestic and foreign agricultural scientific systems, and the local policies and decisions of the Guangdong Provincial People's Government, proposed a 3-step approach for the agricultural research organization reform, i.e. From the planned economy mode, the combined coexistence mode of science and technology research and production development (or enterprise-liked), to legaland reasonable separation of the research institute and the enterprise, and discussed the agricultural development features after China enters "WTO and the necessity and urge of the 3rd step. It took the Rice Research Institute under Guangdong Academy ofAgricultural Sciences as an example, discussed the trend of the future reform and analyzed the nature of the public agricultural institute, the current situation of the reform, the existent problems and the internal and external guarantee measures. Forthe realization of the reform, the paper proposed on the rational estimation of the status of the Rice Research Institute, the formation of its institutional concept, constitution and culture, and the realization of the 3rd leaping step of the reform. The discussions on the reform of the Rice Research Institute of the Guangdong Academy of Agricultural Sciences will provide the public agricultural research institutes within and outside the Province with valuable references.
